Listahanan, formerly known the National Household Targeting System for Poverty Reduction (NHTS-PR), has been gaining increasing support from stakeholders in Region XII.
Spearheaded by the Department of Social Welfare and Development (DSWD,) Listahanan database has been promoted time and again among stakeholders and groups providing poverty alleviating programs and services.
Municipalities of Surallah, Tiboli, Isulan, Columbio, Esperanza, Lambayong, Pigcawayan, Makilala, Tulunan, Lambayong, Magpet, President Roxas and City of Tacurong are among the Local Government Units (LGU’s) that now have the edge over identifying who and where their beneficiaries are. Owing this advantage to the Memorandum of Agreement (MOA) they have successfully inked with DSWD. Accordingly, the MOA consents them to access and utilize the Listahanan data for purposes agreed upon it.
Data sets such as tenure status of poor households, number of households by type of toilet facility and number of poor households by toilet facility and water source are made accessible in the Listahanan database. Moreover, it provides specific information of individuals such as their names, age and locations.
The Listahanan database is the result of the first Listahanan household assessment. It can be recalled that it was completed in December 2009. In region XII, a total of 581, 853 households were assessed and subjected to Proxy Means Test. Of which, a total of 296, 043 households were identified as poor.
Essentially, Executive Order No. 867 issued in March 2010 mandates all National Government Agencies (NGA’s) to adopt Listahanan database as mechanism for identifying prospective beneficiaries for their social protection programs nationwide.
Meanwhile, the Department of Health (DOH), Department of Labor and Employment (DOLE) and Technical and Skills Development Authority (TESDA) are among those that have already utilized the Listahanan database of poor people in the region. (End)
