SOCCSKSARGEN – The Department of Social Welfare and Development’s conduct of household assessment for On-Demand Application (ODA) is postponed indefinitely. This is relative to the declaration of martial law in Mindanao by President Rodrigo R. Duterte.

DSWD Central Office sent a memorandum emphasizing that with our assessment policies, the NHTO will not operate in areas that may experience the possibilities of escalating armed conflict as government forces move in to suppress terrorism in Marawi City and prevent its spread in to other Mindanao areas. Ensuring the safety of our field staff is of paramount importance.

“it is only the conduct of household assessment that is being postponed and communications shall be sent to target LGUs before we commence with ODA” said by Sohra P. Guialel, Chief of the Policy and Plans Division.

The coverage of the conduct of ODA is based on the Exclusion (EX02)* complaints received during the Validation Phase and those Households who were not visited during the Data Collection Phase as reiterated by Maslama B. Hassan, Regional Field Coordinator of Region 12.

“There were already sent communication letters to C/MSWDOs to submit list of unassessed households in their city or municipality” Maslama added.

Meanwhile, the NHTU of the Region continues to receive names of unassessed households. The names were submitted to DSWD Central Office for name-matching. This is to ensure that only the unassessed households shall be targeted during the conduct of household assessment for ODA.

“The Listahanan staff shall target a total of 19,508 households for On-Demand Application in SOCCSKSARGEN. These are the target households for Cotabato City – 9,799 HHs, North Cotabato – 3,074 HHs, Sultan Kudarat – 2,918 HHs, South Cotabato – 2,762 HHs, Sarangani – 955 HHs” said by Director Bai Zorahayda T. Taha.

On-Demand Application (ODA) provides an opportunity for households who were not assessed during the regular enumeration to apply for an assessment. The targets of this activity are those households in areas covered by Region and who believed that they are poor but have not been included in the previously conducted household assessment.

Listahanan, also known as the National Household Targeting System for Poverty Reduction (NHTS-PR), is an information management system that identifies who, where and how many poor are nationwide.
